- In a pot, heat oil and fry the shallots and garlic until fragrant.
- Add in the dried chillies and lemongrass and cook for another 3 minutes.
- Stir in the tomato paste followed by the beef, tamarind paste, sugar and salt.
- Lower the heat and add water into the pot.
- Cover the pot and cook until the beef is tender and the gravy has thickened.
